Spider Veins (Telangiectasis) and broken capillaries are commonly the result of excessive sun exposure.
 As part of the skin's cooling system, blood travels up towards the surface.  When the skin cools, the flushing fades again.

However, with repeated sun exposure, the body adjusts, creating a network of small capillaries that become a permanent visible skin imperfection.

SIPL comes into play, targeting haemoglobin in the superficial skin. 

That light converts to heat and seals off the broken capillary.

Treatments work best on people who no longer expose themselves to excessive UV light, eg the sun or solariums. 

Resumption of UV exposure may see the capillaries return.
